Rijeka City Department of Culture is in charge of a number of activities in the area of arts and culture which include: monitoring work and management in six cultural institutions established by the City and in its ownership, which include: Rijeka City Library, Rijeka City Museum, Museum of Modern and Contemporary Art, Croatian National Theatre Ivan pl. Zajc, Rijeka City Puppet Theatre and Art Cinema Croatia; initiating, financing and monitoring the work of non-profit organisations and other legal and natural persons involved in cultural affairs; providing professional help in the realisation of programmes and in the resolution of issues raised by the users of the City budget involved in cultural affairs; taking part in the preparation and realisation of cultural manifestations of importance for the City; cultural cooperation on national and international level; participation in EU and international cultural projects and programmes; participation in the work of international cultural network.

The Department systematically monitors activities regarding the protection and conservation of cultural assets (movable and immovable), manages and coordinates the implementation of the programmes of protection and conservation that are financed or co-financed from the City Budget, cooperates with competent services and institutions regarding all the issues of protection and conservation, and also drafts short-term and long-term plans for the use of resources collected by monument annuity.

The Department also runs two cultural facilities: the Croatian House of Culture in Sušak and the Filodrammatica. During the past several years the City Department of Culture has initiated several new programmes and projects with an aim to create new cultural content in the city, draw attention to neglected public spaces and start public conversation around abandoned industrial heritage in the city. Some of the most prominent projects include opening of the Art Cinema Croatia as a centre for the promotion and support to the film culture; Kamov Artist-in-Residence Programme for creative individuals from the fields of literature, visual and audiovisual arts, and social sciences; different programmes of protection and preservation of cultural property (restoration of the Filodrammatica building, Gorup Mausoleum, Dominican monastery, Administration building of the former sugar refinery, Praetorium of the alpine closure – archaeological research in the Old Town, Archaeological research at the Square Pul Vele Crikve in the Old Town etc.).
